Very similar to a spell rubber in form and fuction. Looks like a rubber with a slight bulge on one end.
Allows anyone to deliver a preloaded area of effect spell, to anywhere within 30 ft. Think grenade.
Takes an action to activate. Snap it like a glowstick. Throw it up to 30 feet. Whatever spell is loaded in it is discharged with the area of effect centered on where it lands. Can be held without discharging by applying pressure on the bulge with a thumb or whatever. It can be thrown as a bonus action or reaction. It can hold its discharge like this for up to a minute before the device fails. Results are probably going to be catastrophic.
No class or race restrictions on use. Counterspell is ineffective, though dispel magic works against the spell effects as normal.

Can be held after activation for up to one minute before something bad happens
